Can I rent a scooter in Ella/Mirissa with my car driver's license?
I'm planning to rent a scooter to explore the coast. I have a valid driving license from my home country (USA), but I don't have a specific motorcycle endorsement or an International Driving Permit (IDP).
The rental guys say "no problem, no police," but I'm worried. Will I get fined if I get pulled over?

The rental shops will rent to anyone because they want your money. They are not responsible if you get caught—you are.
The Law: A foreign license by itself is invalid in Sri Lanka. You technically need an International Driving Permit (IDP) with a motorcycle endorsement to ride legally.
The Reality: Police frequently target tourists on scooters in Ella and Arugam Bay because they know most don't have the right papers. The fine is officially around 25,000 LKR (approx $80+ USD), though they may ask for a "spot fine" (bribe).
Insurance Risk: The bigger issue is insurance. If you crash without a valid license, your travel insurance will void your claim. If you hurt yourself or a local, you could be in serious legal and financial trouble.
Advice: If you don't have an IDP with a motorbike stamp, stick to tuk-tuks. It’s not worth the risk.
