Getting from Colombo airport (BIA) to the city, Negombo, or Kandy — what is the cheapest and most practical option?

Arriving at Bandaranaike International Airport late at night and trying to work out the best way to get where I need to go. I've read about taxis, buses, trains, and private transfers but the prices vary wildly depending on who you ask.

1. What does an airport taxi to Colombo city actually cost — and is there a meter or is it negotiated?
2. Is there a bus from the airport and is it practical with luggage at night?
3. I've read about a train station near the airport — is this useful or is it far from the terminal?
4. For Negombo (first night there before heading south): is it worth a transfer or just stay near the airport?
5. For Kandy direct from the airport: is this practical or too long?
6. Are Uber/PickMe reliable at the airport or do the official taxi queues have a monopoly?

Arriving at 11 PM so night options are important.

This is one of the most practical questions for any arrival. Here are the options, clearly:

Official airport taxi (counter inside arrivals):
- Fixed rate to Colombo city: approximately LKR 3,500–4,500 (USD 11–14)
- Fixed rate to Negombo: LKR 1,500–2,000
- Pay at the counter inside, receive a voucher. No negotiation needed. Legitimate and safe.

PickMe / Uber:
- PickMe works at BIA — open the app, set pickup to the airport. Typically LKR 2,500–3,500 to Colombo (cheaper than official taxis)
- Requires a local SIM with data. If you don't have one yet, this isn't viable at midnight arrival.
- Drivers sometimes struggle to enter the airport complex — arrange to meet at the arrivals exit

Bus:
- Bus 187 runs Colombo Fort ↔ Airport. Cheap (LKR 100–150) but: infrequent at night, no luggage space, not practical for late arrivals
- Not recommended for midnight arrival

Train:
- Katunayake railway station is 3km from the terminal (free shuttle bus connects them). Train runs Colombo Fort → Airport → Colombo Fort. However: last train is around 9–10 PM. Not useful for late arrivals.

For Negombo first night:
Highly practical — it's 10km from the airport, costs LKR 1,500 in an official taxi, and means you don't have to push to Colombo exhausted at midnight. Many good budget and mid-range hotels within 2km of the beach.

For Kandy direct:
Doable — 3.5–4 hours, approximately LKR 8,000–12,000 by private taxi. Fine for day arrivals. At midnight you'd arrive in Kandy at 3–4 AM, which is not ideal.

Used PickMe for the first time at BIA last month — arrived at 11:30 PM, bought a SIM at the Mobitel counter in arrivals (open 24 hours), got PickMe working in 10 minutes, and had a car at the door in 12 minutes. Total cost to Colombo 3: LKR 2,800. Much cheaper than the counter taxis and completely safe. Buy the SIM as your very first action after passport control.

One more option worth knowing: hotel/guesthouse transfer. If you've pre-booked accommodation in Colombo or Negombo, call ahead and ask if they arrange airport pickups. Many do at competitive rates (similar to official taxis) and the driver will have your name on a sign. Eliminates all negotiation and is the most stress-free option for a late-night arrival if budget allows.
