Staying in one place is nicer for feeling settled, especially 3 weeks. Pick somewhere with good cafes and community if that's your vibe. Moving once mid way can be good too if you want change of scene. Both work, one place is less tiring.

One base is better for longer stays. Less packing and settling in again. You can always do day trips.
