Sri Lanka SIM card - which operator, where to buy, and how good is coverage in rural areas?

I need to sort out a local SIM card for Sri Lanka. I've read there are several operators and coverage varies outside the main tourist areas.

1. Which mobile operator is the best for tourists - Dialog, Mobitel, or Airtel?
2. Can I buy a SIM card at the airport when I arrive and is that the easiest place to get one?
3. What documents do I need to buy a SIM - do I need my passport?
4. How good is 4G coverage in places like Ella, Sigiriya, and rural areas along the coast?
5. What data packages are available and roughly what do they cost?
6. Is an eSIM a better option or is it harder to set up once you arrive?
7. How easy is it to top up credit once you're travelling around?
8. Are there any dead zones or areas where all operators have poor signal?

I'm from Brussels and I use my phone a lot for maps and communication. I don't want to arrive and spend my first day trying to sort out data.

I help arriving travellers sort this out regularly. Here is the complete guide.

Best operator: Dialog is the clear recommendation for tourists. It has the most extensive 4G coverage across the island including in hill country areas, coastal towns, and most tourist destinations. Mobitel (government operator) is the second option and has strong rural coverage in some areas where Dialog is weaker. Airtel is adequate in cities but coverage drops in rural and mountain areas.

Where to buy: the easiest and most reliable place is the Dialog counter at Bandaranaike International Airport in the arrivals hall. It is open around the clock for incoming flights. Staff speak good English, the process is straightforward, and you have connectivity from the moment you leave the airport. You can also buy from Dialog shops in Colombo Fort, Kandy, and most town centres.

Documents needed: yes, your passport is required. The SIM is registered to your passport number. This is a regulatory requirement and all operators follow it. Have your passport accessible when buying.

Data packages: Dialog offers tourist-specific SIM packages at the airport. A common package is 10GB for LKR 1,500-2,000, valid for 30 days. Standard packages starting at LKR 500 for smaller data allowances are also available. Topping up is possible at any Dialog agent, supermarket, or using the My Dialog app with an international card.

Coverage in rural areas: Dialog 4G works reliably in Colombo, Kandy, Galle, Mirissa, Hikkaduwa, Ella (mostly), and Sigiriya area. In Ella specifically, coverage is reasonable on the main strip but drops if you walk to more remote viewpoints. On the train between Kandy and Ella, signal comes and goes. In Jaffna and Trincomalee, Dialog works but speeds can be slower. Horton Plains has minimal signal.

eSIM option: yes, if your phone supports eSIM (most recent iPhones and flagship Androids do), you can purchase a Dialog eSIM before you travel through their website or through providers like Airalo. This is increasingly popular as you can activate it on the plane and arrive with data already working.

Topping up: easiest via the My Dialog app. Also available at any small shop displaying the Dialog logo, at supermarkets, and at petrol stations.

Used Dialog the whole trip. At the airport counter it took about 10 minutes, the staff were efficient, and I was on 4G before I reached the taxi rank. One tip: check the SIM is actually active before you leave the counter by making a test data connection on your phone while they can still help you. I had a minor activation issue on a previous trip that took 20 minutes to sort out because I only discovered it once I was in the taxi. Coverage was solid throughout - the only genuinely poor area was the remote stretch of the train journey through Ella Gap where it dropped to 2G or nothing for about 30 minutes.
