Port City Colombo - Do I need an App?

We tried to walk into the new Port City area (the artificial island) in Colombo today to see the marina. The security guard stopped us and pointed at a sign about an App, but we didn't have internet to download it.

Is it not open to the public? Can we just pay cash to enter? We just want to see the ATV track and the beach.

Port City is open, but they have digitized the entry process to manage crowds.

The "App" Rule: You are supposed to download the "Port City Colombo" App to generate a visitor QR code. It is free, but annoying if you don't have data.

The Workaround: You don't strictly need it if you are just walking in, but having it makes security much faster. If you don't have the app, tell the guard you are going to a specific restaurant (e.g., "I'm going to the Beach Club"). They will usually let you pass after a manual ID check.

Transportation: You cannot take a normal "Uber/PickMe" tuk-tuk inside. You must drop off at the entrance gate and take the free shuttle buggy that loops around the island.
