I just checked with the Kandy station master. The morning train from Colombo was delayed by about 45 minutes due to a signal issue near Rambukkana, but it has cleared. The afternoon trains to Nanu Oya and Ella are scheduled to depart normally. Arrive at the station on time.

Delays of 30 to 45 minutes are relatively standard on the hill country line anyway. Bring a good book and some snacks. The trains are definitely running today.

If you have reserved seats, you are fine. If you are trying to buy unreserved third class tickets, get to the Kandy station at least an hour early because the crowds are quite big today.
