Dialog is universally the best network for the hill country. It has the widest coverage in remote areas like Ella, Haputale, and the train route itself. Mobitel is a close second, but Dialog is generally more reliable when you are hiking up Little Adams Peak or taking a scooter into the valleys.
Agreed on Dialog. Just remember that no matter which network you have, there will be dead zones on the actual train ride as you pass through the many tunnels and deep mountain cuts. But once you arrive in Ella town, the 4G signal is very strong.
You can buy a Dialog SIM at almost any small grocery shop displaying their red logo. Just bring your passport, they need it to activate the connection immediately.
