I want to walk back to my hotel near Viharamahadevi Park. Is it safe for a solo traveler around 9 PM.

Colombo 07 is the diplomatic and residential district. It is very well lit and heavily policed. It is generally very safe to walk around there at 9 PM, just stick to the main roads.
