Yes tourists are absolutely allowed to bring cameras and enthusiastically photograph the magnificent parade from their seats. It is an incredibly visual highly photogenic event. However you must strictly absolutely turn off all camera flashes. Firing a bright flash directly into the eyes of the massive marching elephants is intensely dangerous as it can easily startle them and trigger a panicked stampede into the crowd. Furthermore using massive drones to film the parade from the sky is strictly illegal and heavily enforced by the military sniper units stationed on the rooftops for security.
