Yes, drones are allowed for tourists in Sri Lanka, but you must register your device with the Civil Aviation Authority of Sri Lanka CAASL before your trip. You are strictly forbidden from flying over military bases, massive crowds, and certain protected historical sites in the cultural triangle.
