No, the Sri Lankan government absolutely does not require a PCR test or any COVID 19 testing for tourists leaving the country. The only time you would ever need a test is if your specific airline or your final destination country strictly demands one for entry, which is currently very rare. From Sri Lankas side, departure is completely restriction free.
