Do I need to quarantine or take tests if I never received the vaccine.

No, there are absolutely zero leftover travel restrictions for unvaccinated tourists entering Sri Lanka. You do not need to show a vaccine card, you do not need to take any pre departure or upon arrival PCR tests, and there are absolutely no quarantine requirements regardless of your vaccination status. Travel is completely back to normal for everyone.
