Yes, occasional bioluminescent plankton blooms happen on the south and southeast coast (Tangalle to Kirinda stretch, and some Trincomalee bays) during warm calm months March-May. Not a nightly phenomenon — depends on plankton bloom timing. Ask fishermen at your guesthouse the morning of; they know.

Best conditions: moonless night, calm sea, warm water, and after 10pm when the beach is dark. Walk the tideline and scuff wet sand — if plankton are present, footprints and splashes glow blue-green. It's not a Maldives-level spectacle here, more subtle magic.
