Mid-range and up hotels have baby changing tables in restrooms and family-facilities on request (rollaway crib, high chair). Airports (CMB): yes, in ladies' room. Colombo malls (One Galle Face, Colombo City Centre): yes, family restrooms. Restaurants: rare outside chain venues.

Realistic prep: baby-changing kit (portable mat, wipes, small towel) in daypack. Any hotel lobby will let you change in a quiet corner. Public toilets almost never have changing tables — improvise on car seat or stroller. Diaper disposal: use plastic bags, dispose at hotel bins.
