Trains still run. Do not invent a reopen or a Pothuhera clearance. A missing reserved seat is a bus, not a gazette. In Badulla this is an ordinary leftover decision. That is the lived version, not a gazette. We would not climb wet black rock. Then a plate that is still turning over.
