Both are excellent, different vibes. Nuwara Eliya = higher elevation (1900m), 'Little England' colonial estates like Pedro Tea Estate, Blue Field Tea Gardens, Damro Labookellie - full factory tours with tasting, mature British-era estates. Ella = lower elevation (1000m), more casual, plantation walks with village vibe (Halpewatte Tea Factory tour is popular). For 'the classic Ceylon tea experience': Pedro Tea Estate near Nuwara Eliya. For 'combined with hiking and casual vibe': Ella-area plantations.
Also: Ceylon Tea Trails (Hatton region, between Nuwara Eliya and Adam's Peak) has the most immersive experience - stay in restored planter bungalows in tea estates. Not cheap but transformative. Combines lodging + tea tour + walks.
