Yes! You can take a Navy-operated boat tour from Talaimannar out to the sandbanks (Rama's Bridge). It's a surreal, windy landscape with crystal clear shallow water and lots of migratory birds.

The boat ride is a bit bumpy, and there isn't much to "do" on the sandbank itself besides take photos and feel the isolation, but it's geographically fascinating.

Make sure you bring your passport! Since it is a sensitive international border area with India, the Navy checks IDs before letting anyone on the boat.
