For 3 weeks, bring your bike if you can afford the checked-baggage fee ($100-250 each way) - rental quality is variable. Rental bikes: hybrid/mountain widely available (Colombo, Kandy, Ella) at 1500-3000 LKR per day. Road bikes rare and often poor quality. Gravel bikes emerging but limited. Multi-day supported tours (Spice Roads, Adventure Cycling Sri Lanka) provide good bikes. If you're a serious rider: bring your bike. If you're a casual rider: rent. Traffic: Sri Lankan roads intense - not casual European countryside. Consider supported tour vs solo touring.
^ this. Also: hills are legit. If you're doing anything in the hill country, don't underestimate the grades. Kandy to Nuwara Eliya on a bike = 80km with 1400m elevation gain. Not casual. Serious cyclists love this; casual riders hate it. Know which you are.
