Foreign nationals can register as sole proprietor / partnership under Sri Lanka's Companies Act. Process: submit application to Registrar of Companies (Colombo), business name approval, address (can be virtual office), form filing. Fee ~USD 100. Take 2-4 weeks.

Consider vs staying under tourist ETA and freelancing remotely for foreign clients (technically outside Sri Lankan tax net if under 183 days). Full registration makes sense if selling to LOCAL clients. Consult accountant (KPMG Sri Lanka, PwC Colombo have small-business branches).
