No, you should never drink the tap water anywhere in Sri Lanka, not even in the most expensive five star luxury resorts in Colombo. The municipal water supply is simply not treated to a standard safe for direct consumption by foreign stomachs.
You can safely use the tap water in high end hotels to brush your teeth or shower, but do not swallow it. The risk of contracting travelers diarrhea is absolutely not worth the convenience.
Every luxury hotel explicitly provides complimentary sealed glass or plastic bottles of purified drinking water in your room, and they will happily bring you more if you ask. Always use this bottled water for drinking.
