Trains still run. Do not invent a reopen or a Pothuhera clearance. A missing reserved seat is a bus, not a gazette. Walk around Church Street. The Fort is not sealed. In Galle this is an ordinary leftover decision. That is the lived version, not a gazette. We would not convert a paid pin into a panic move at noon. Then shade.
