Crossing tape is still closed this late and we need the other side for the hotel. Commit to the long outer pavement walk now, or keep hoping for a gap. Not tape-still-up hop-if-locals, not rumours crossings open any minute, and not police whistle meaning.

Commit to the long outer walk now if the hotel is that side — hoping for a late gap inside denser blocks wastes energy. Stay on outer pavement, keep the group as one file, and use lit shops as waypoints.
