Is comprehensive pandemic insurance still a strict mandatory requirement at border control.

No, the mandatory local COVID 19 health insurance requirement was completely scrapped by the Sri Lankan government a long time ago. You are no longer required to show any specific pandemic related insurance policies at border control. However, having standard, comprehensive international travel insurance that covers general medical emergencies is always highly recommended for any trip.
