We noticed locals wearing all white. Are foreigners required to do the same to enter.

Wearing completely perfectly pure white clothing is practically entirely a cultural symbol of deep purity and absolute peace for local Buddhist worshippers but it is absolutely not strictly legally mandatory for foreign tourists visiting the site.

However wearing highly modest pale or light colored clothing specifically thoroughly covering your shoulders and extending heavily past your knees is incredibly strictly enforced by the guards. Choosing white is simply a profoundly brilliant beautiful way to seamlessly deeply respect the local religious culture.
