Some of the ancient stone ruins around Kandy are just isolated archaeological sites without active monasteries. Do we still need to cover our knees and shoulders.

Yes, the rules still apply. In Sri Lanka, a site consecrated for Buddhism remains sacred permanently, even if it is just a ruined stone foundation in the jungle. Locals passing by, or Department of Archaeology guards, will be highly offended if you explore wearing shorts or tank tops. Always carry a sarong to wrap around your waist.

Also, never climb onto the stone ruins to take photos. It is illegal and damages the site.

I got yelled at by an old farmer for wearing a hat near a ruined stupa. They take it very seriously.
