It is strictly illegal and heavily enforced by the tourist police to drink alcohol openly on the public ramparts. Instead, head to the Galle Fort Hotel or Amangalla. Both are stunningly restored Dutch colonial mansions. Their bars serve premium aged Ceylon Arrack cocktails paired with spicy local tapas, letting you enjoy the history legally and in style.
If you want to party later, you have to leave the Fort. The strict noise ordinances inside the UNESCO site mean everything shuts down by 10 PM. Take a tuk tuk to Unawatuna for the late night beach raves.
A minute walk from the lighthouse, there are a few boutique bars that do arrack infusions with cinnamon and cardamom. Definitely worth the price.
Try an Arrack Sour with passionfruit. It is the signature cocktail of the southern coast. The sourness cuts perfectly through the rich, rum like molasses flavor of the arrack.
