No, you should never drink the tap water directly anywhere in Sri Lanka, not even in the most prestigious five star luxury resorts in Colombo. The municipal water supply simply is not treated to a standard that is safe for foreign digestive systems.
Every luxury hotel explicitly provides complimentary sealed glass or plastic bottles of purified drinking water in your room daily. You should absolutely rely on this bottled water for all your drinking needs.
You can safely use the hotel tap water to brush your teeth and shower, but take care to spit the water out completely. The risk of contracting a severe stomach bug ruining your holiday is absolutely not worth the convenience of drinking from the sink.
