Recreational drones (sub-250g) generally OK over public land + rice paddies with owner's informal permission — most farmers welcome tourists (occasional 500-1000 LKR tip appreciated). Commercial use: full CAA permit required.

Prohibited areas: airports (5km buffer), military zones, national parks (permit only), some temple sites (any within religious compound). Never fly over privately fenced land. Best paddy photography: dawn or dusk for warm light on green squares. Sinharaja buffer paddies stunning.
