Both work — different products stronger in each. ARRIVALS duty-free (right after immigration): good spirits, cigarettes, some cosmetics — often cheaper than departures for spirits. DEPARTURES duty-free (after check-in): better for last-minute gifts (tea, chocolate, spices) and larger selection of Ceylon-branded products.

For international brand spirits, arrivals often slightly cheaper. For Ceylon souvenir gifts (Dilmah, Anods chocolate, cinnamon), departures has curated tourist selection. Duty-free arrivals allows you to bring gifts INTO the country tax-free. Limits: 2L spirits, 1.5L wine, 200 cigarettes per adult.
