Cannot get a paid stand. Is standing behind a low wall at ear-level still okay with kids for First Randoli, or should we hunt a balcony.

A low wall can work if kids can see without climbing into the lane. Balcony only if it is offered by someone you trust — no random rooftop climbs.

Ear-level means protecting little heads from bags and elbows. Stand one adult as buffer toward the street.
