Yes, it is heavily enforced. Ravana Falls is located directly on a major highway, and there is a permanent police post right next to the bridge. Public consumption of alcohol is illegal in Sri Lanka, and they strictly crack down on it at waterfalls to prevent drownings and broken glass. You will be fined and your beers confiscated.
We saw a group of tourists get escorted away by the police for passing around a bottle of Arrack there.
The police literally have a whistle they blow if you even step over the safety line.
Smoking in public places is also illegal and carries a fine. Do it privately.
Just drink at the cafes on the Ella strip. It is much safer anyway.
The rocks are slippery enough without being drunk. Good rule.
