We bought some beers to drink at the lower pools of Ravana Falls in Ella. A local told us the police will fine us. Is this heavily enforced.

Yes, it is heavily enforced. Ravana Falls is located directly on a major highway, and there is a permanent police post right next to the bridge. Public consumption of alcohol is illegal in Sri Lanka, and they strictly crack down on it at waterfalls to prevent drownings and broken glass. You will be fined and your beers confiscated.

Just drink at the cafes on the Ella strip. It is much safer anyway.
