Been running jeeps for 25 years in both parks. Real answer: Yala Block 1 has highest leopard density in the world, but you're going to see 20+ other jeeps at every sighting. Wilpattu has lower density but you can spend 10 minutes with a leopard alone. If your gf will feel let down without a sighting, Yala. If you both value the experience more than the checkmark, Wilpattu. Statistically Yala wins for guaranteed sighting, Wilpattu wins for quality.

Compromise: do Yala Block 5 (not Block 1). Same park name, different section, way fewer jeeps. Sightings still solid. Everyone books Block 1 by default - specifically ask for Block 5 when booking. Blocks 3-5 are underused.
