Horton Plains Baker's Falls trail: steep stone staircase descent and spray safety?

Baker's Falls is a 20-meter cascading waterfall on the Belihul Oya river, forming the southern link of the circular 9.5km Horton Plains trail loop. Reaching the falls requires detouring down a steep, rough staircase descending 80 vertical meters through dense dwarf cloud forest. The path consists of uneven granite blocks, slick wet mud, and exposed tree roots continuously moistened by waterfall spray and cloud mist. Handrails are present on the steepest drops, but hikers must wear footwear with aggressive rubber lugs; walking on black moss-covered rocks causes frequent slip-and-fall injuries.
