Horton Plains before sunrise and World's End is a white wall — keep walking for the loop or bail for breakfast?

Left Nuwara Eliya ridiculously early. Ticket done, trail cold and windy, UV not yet but the guides keep saying the cloud can burn off. World's End is pure fog. Do people still finish the loop for the forest and birds, or is a socked-in End a signal to turn around and stop freezing? Also — jacket enough or am I underdressed for the plateau wind?

Cloud at World's End is common; it can open in minutes or stay blank all morning. Many walkers continue the loop for grasslands and birdlife even when the cliff view fails — that is a fair choice if you are warm enough and not icy-miserable. A windproof layer plus something for after the mist lifts (sun hat, sunscreen) matters because UV jumps fast on the plateau. Bail if anyone is hypothermic or shoes are slick beyond comfort; the view is not worth a fall. No refund folklore from me — weather is weather. Photographers sometimes wait a pocket of clear air; set a personal time limit so you do not freeze for nothing.

Socked in twice. First time we finished the loop and saw deer. Second time we bailed for tea. Fleece lived in the pack both days.

Gave it forty minutes, got a five-minute window, then walked the rest warmer. Sunscreen went on the second the white burned off.
