The drivers parked completely stationary directly directly outside the massive main gate of Galle Fort form a notorious highly localized mafia aggressively specifically targeting rich tourists with wildly inflated flat rates.

To bargain effectively simply completely ignore the parked drivers. Walk fifty meters down the main bustling highway and aggressively flag down a driver who is actively driving past. These moving drivers are usually highly eager to grab a quick fare and will immediately readily agree to a vastly cheaper highly reasonable local price if you negotiate firmly before stepping inside.
