Two reliable options: (1) Official Sri Lanka Railways site at seatreservation.railway.gov.lk - opens bookings 45-90 days ahead depending on class, cheapest prices, but the site is clunky and sometimes payment fails with foreign cards. (2) 12Go Asia - clean interface, foreign cards work, adds 15-25% booking fee. For Observation Saloon (limited seats), book the day it opens or use 12Go's automated booking. 2nd class reserved is easier to grab.
Also worth: if the official site payment fails (common), your hotel or a Colombo travel agent can book on your behalf for ~1000 LKR fee. Cheaper than 12Go for multiple tickets. Ask your first hotel to arrange.
