Never stop walking to apologize or explain why you are not giving money, as they view any engagement as an opening to follow you further. Just keep walking purposefully towards the main temple gates.

If a beggar becomes uncomfortably aggressive or tries to block your path, simply walk directly towards the nearest police officer or temple security guard. The beggars will immediately back away when they see you approaching authority figures.
