If you buy a highly expensive sapphire, an in house certificate printed by the jewelry shop itself is completely meaningless and easily faked. The only certificate you should ever trust is a formal, registered document from the National Gem and Jewellery Authority of Sri Lanka.

Reputable jewelers will happily take the stone to the government authority testing center in Colombo with you to have it officially certified before you hand over any cash. If a shop makes excuses about why they cannot get a government certificate, walk out immediately.
