Lovely question because most tourists miss this. The Anuradhapura archaeological zone TICKET booths close around 6pm, but the major ACTIVE stupas (Ruwanwelisaya, Jaya Sri Maha Bodhi, Mirisaweti, Abhayagiri) remain open well into the evening as living places of worship - they do not "close" because they are still sacred sites where evening pilgrim activity is part of the experience. The lights on the white stupas come on around dusk (6-6:30pm) and the effect is genuinely spectacular: thousands of white-clad devotees, oil-lamps, chanting drifting across the dagoba terraces. Best spot: Ruwanwelisaya at lights-on, with the stupa glowing pure white and pilgrims circumambulating clockwise. Etiquette ramps UP at this hour: no shorts, no shoes, no hats, no posing, and walk clockwise around the stupa with the pilgrims, not against them. Bring socks - stone gets cool. No tickets needed for evening worship visits.

Poya nights at Ruwanwelisaya are EXTRAORDINARY but extremely crowded. Aim for a regular weeknight evening if you want photography space.
Wear or carry plain white (a kurta, sarong) for the evening visit if you can. Locals do; you blend in respectfully and feel less like a tourist.
For photography, the magic window is 6:15-6:45pm when the sky still has blue twilight balancing against the stupa lights. After 7pm the stupa becomes white against pure black and contrast gets harsh.
