My partner surfs but I do not. Are there enough cafes, yoga spots, and safe swimming areas to keep me happy there for a week.

Yes, Arugam Bay is highly enjoyable for non surfers as well. The town has a fantastic, laid back backpacker vibe with excellent cafes, yoga studios, and nightlife. You can also take day trips to nearby Kumana National Park or simply relax on the pristine beaches.
