Yes, Arugam Bay is highly enjoyable for non surfers as well. The town has a fantastic, laid back backpacker vibe with excellent cafes, yoga studios, and nightlife. You can also take day trips to nearby Kumana National Park or simply relax on the pristine beaches.

There are beautiful lagoon boat safaris nearby where you can see crocodiles and wild elephants. It is definitely not just a surfing town.
