Yes, it is highly illegal to export uncut, rough, unpolished gemstones from Sri Lanka without explicit, specialized commercial export permits from the National Gem and Jewellery Authority.

The government strictly enforces this to protect the local lapidary industry. If customs officers find raw stones in your luggage at the airport, they will completely confiscate them and you could face severe fines. You must only buy fully cut and polished stones set in jewelry or loose stones that come with official retail receipts and certificates.
