The portions are massive. Is it culturally offensive if I cannot finish my rice.

It is absolutely not offensive. Sri Lankan hospitality dictates serving massive highly generous portions especially of rice to ensure a guest is fully satisfied. Locals completely understand that foreigners often cannot eat that much.

If you are full simply smile politely pat your stomach and say it was delicious. Leaving a small amount of rice on your plate actually signifies that the host has provided abundantly and you are completely full.
