Yes, Sections 365 and 365A of the Penal Code (colonial-era, from British rule) technically criminalize same-sex intimate acts, and full decriminalization has been debated but not yet passed in parliament. HOWEVER, in practice these laws are essentially NEVER enforced against tourists or consenting adults, and there are zero known cases of foreign LGBTQ+ tourists being prosecuted in modern history. Hotels booking double beds for same-sex couples is completely routine, especially in tourist zones (Galle Fort, Colombo, Ella, Mirissa, Ahangama). Boutique hotels and international brands (Cinnamon, Jetwing, Shangri-La) are actively welcoming. Public displays of affection - use the same discretion as you would in any conservative Asian country: hand-holding in tourist areas is fine, more overt PDA in rural villages or at temples is not. I traveled with my girlfriend last year. Every hotel booked us into one double bed without a raised eyebrow. Hiriketiya and Ahangama surf-yoga crowd was noticeably queer-friendly and open. Zero negative moments in 3 weeks.

Places to be a bit more discreet: rural village homestays, religious sites, and small-town buses/restaurants where you are the only foreigners.
For trans travelers specifically: immigration officers may compare your presentation to your passport gender marker and this can cause awkward but usually non-hostile questioning at the airport. Carry any relevant medical/legal documents. Once through immigration, no one in tourism cares. Trans-friendly medical care exists in Colombo private hospitals.
