Hills around Tangalle + rain + night is how people end up in a clinic. Licence, helmet, photo of the bike, daylight only. If you're unsure, bus.

Rented one afternoon, walked it back before dark. Not worth it in rain. Buses were slower and fine.

If you're tired, stay nearer the bus stand / town centre in Tangalle and skip chasing a perfect sunset. Pull cash in Colombo, Kandy, or Galle first — cards are a maybe. Locals will tell you if a ticket is counter-only.
