The outer defensive moat encircling Jaffna Fort was engineered by Dutch VOC military builders in the late 17th century to create a wide aquatic barrier against enemy infantry and mining tunnels. To prevent the moat water from turning stagnant and breeding malaria mosquitoes in the tropical heat, engineers installed stone tidal sluice culverts connecting the moat directly to the open Jaffna Lagoon. Incoming high tides forced fresh seawater into the moat basin, while ebbing low tides drained out effluent, maintaining constant water movement and salinity.
The inner slope of the moat is revetted with steep coral-limestone retaining walls that prevent soil slumping from the massive rampart earthworks above.
Crossing the single arched stone bridge spanning the moat provides the sole pedestrian and vehicle entry into the fort interior.
