Jungle Beach parking touts at the top of the path — pay to stand the tuk or walk from the public road

Tuk already paid from Unawatuna. Now a second person wants a parking number to 'watch' a vehicle we do not own. Path is public as far as I can tell.

Walk from the public road. You do not pay a parking fee for a tuk you already hired. A tout at the top is not a ticket office. Agree with your driver where they wait. Jungle Beach path is not a gated park. Do not invent a new fee.
