Walk two minutes if you can. Steam after a Yala rest window; if it is not chopping, pack fruit. Nobody is scamming you at Buttala kottu; they are pricing for the terrace. I will not invent a cover charge. One drink if you want the photo, then leave.
If it is steaming at kottu, sit. If not, pack fruit and walk to Tissa. Biscuits in the bag anyway. The wait is the hungry part.
Walk off the route, then pin. Closed streets spin the app. Buttala kottu is not a farm-track pickup. Write 110 if you actually mean a tuk hold.
