While Kalpitiya dominates summer, Mannar is the premier winter destination from December to February, receiving stable 18-24 knot northeast winds. The sand spits of Adam's Bridge (Rama Setu) create clean, flat water slicks on the leeward side with ocean chop on the windward side. However, traveling past the third sand island requires clearance from the Sri Lanka Navy detachment at Talaimannar Pier, as the marine border with India runs across the western shoals. Commercial boat shuttles must register passenger lists daily.
Mannar is a critical winter staging ground for thousands of flamingos, crab-plovers, and terns; keep kitelines clear of designated coastal feeding estuaries.
