Legally married in Sri Lanka: yes, doable for foreigners. Process: (1) Both provide passports + non-marriage certificates from home countries (apostilled). (2) Apply at Registrar General's Department. (3) Wait 4 working days after notice. (4) Civil ceremony. Then optional traditional ceremony at your chosen venue. Cost: government process ~$150. Full wedding with planner (venue, catering, photographer, decorations) for 15 people: $8000-25000 depending on venue tier. Venue options: Cape Weligama, Cinnamon Bey, Amaya, Anantara. Reputable planners: Ceylon Bridal Care, Wedding Wonderland, Amazing Weddings. Book 6-12 months ahead.
